Preparation Steps for Steamed Baby Cabbage with Garlic Sauce:
1. Soak the fan in warm water for about 10-15 minutes until soft.

2. Wash and slice the baby cabbage into ten pieces, arrange them on a dish.

3. Lay the soaked fan over the baby cabbage.

4. Peel and chop the garlic into paste, cut the red pepper and green onion into small pieces for later use.

5. Heat oil in a pan to about 30% hot, then add the garlic paste and fry until fragrant.

6. Add dark soy sauce, broth or water, sugar, and chicken powder to the pan, bring to a boil if using water instead of broth.

7. Remove the cooked garlic sauce from heat and set aside.

8. Pour the prepared garlic sauce over the baby cabbage on the dish.

9. Place the dish with the baby cabbage in a steamer pot over boiling water, cover tightly and steam for 10-12 minutes.
